Completed in 1958, RCT-542 was a product of the US Navy's efforts to develop specialized vessels for various tasks. The ship was designed by the naval architecture firm of Gibbs & Cox, in association with the Newport News Shipbuilding and Drydock Company. Its primary purpose was to serve as a reballast ship, tasked with removing excess ballast water from ships undergoing repairs or maintenance in US Navy dry docks.
