This paper explores the ecosystem of GTA Vice City mods, analyzing their technical foundations, artistic contributions, and the legal grey areas they inhabit. We argue that modding transformed Vice City from a static commercial product into a dynamic platform for fan expression, technical experimentation, and cultural commentary. Through case studies of total conversions, vehicle packs, and script injectors, this paper demonstrates how mods have preserved, expanded, and redefined the game for successive generations of players.
