Budget tablets often come pre-installed with unnecessary apps (bloatware) that consume resources. While a factory reset is the standard fix, a factory reset doesn't usually remove apps installed in the system partition. Flashing a "clean" ROM can remove this bloatware.
This is the most common reason. If a tablet crashes during an OTA (Over-The-Air) update or a user attempts a "root" modification that fails, the device may get stuck in a boot loop (stuck on the logo) or fail to turn on entirely.
