If Method 1 failed (or you are strictly offline), you need a Windows 11 ISO file to act as the "installer."
Microsoft does not provide a standalone ".exe" offline installer for .NET 3.5 for Windows 11. Because .NET 3.5 is a built-in Windows component, you must install it using the Windows Installation Media (ISO) or a Command Prompt trick.
