Do not buy a new license for 6.5 today. It’s End of General Support (as of 2022). If you need a key for a lab, you are out of luck—Broadcom does not sell new 6.5 licenses. You either have an old perpetual key or you must upgrade to vCenter 8.

Once you have your 25-character alphanumeric key, follow these steps in the vSphere Web Client: Navigate to Administration > Licensing > Licenses . Click the Assets tab and select vCenter Server Systems .
