Not directly. When they call, it will ring a few times (on their end) and then go to voicemail. They won’t get a message saying "You are blocked." Open the Settings app (the grey gear icon)
You can add people directly from your contacts list to the blocked list without waiting for them to call you. Tap on FaceTime
